Art, Artefact, or Design?

In the East Wing of the Kelvingrove Art Gallery and Museum I tilted my iPhone upwards to capture the floating heads suspended from the ceiling. I wasn’t alone. Have you noticed how tourists and visitors always take photos of the same things?  

Clearly these faces suspended above the exhibits attracted attention, yet I wasn’t quite sure why they were there. Were they artworks, decoration or something else? 

The more I looked into them the more intrigued I became.
